    Can this cell be used with E 85 fuel & does it have a roll over protection valve in the top of the tank?

    Yes, this can be used, but in many cases you will want to remove the foam in the cell and test it with the fuel. Some additives can make the foam deteriorate rapidly. This cell does have a roll over valve in the top.

    What is the overall height from the bottom of the sump to the top of the plastic fuel cell? Is the added depth of the sump factored into the stated 8" height?

    No, the sump adds 2" to the overall height making it a total of 10"
