No, these are made for the F body GM application.

i have a 69 coupe, but have about 200 lbs of roll cage in it. i am using air shocks right now to jack the car up of the tires. i want to put drag shocks on with my new caltracs. will these raise the car a little higher than stock.

This is stock replacement and will not change the original height of the car.

What is the spring rate of these springs?

The spring rate is not available from OER. They are built to replace the exact ride height that was in the original car as many of these application have sagging springs, and are the same rate as the original springs.
