    Can these heads be purchased complete with valves, seals, springs, retainers and locks for flat tappet marine application for 351w cruiser, 4400 rpm max?I would be in the market for a package deal.

    No, the cast iron heads is only available as a bare casting, the aluminum heads are available ready to run.
