Does this fit 5.9 magnum? Also do the valve spring seats need to be clearanced so springs don't bind?

If your engine is a hydraulic flat tappet cam engine then this kit will work fine with no additional parts.

Is it compatible with the 1995 model 360 fuel injected engine with a custom tune?

No, it would not be possible to get an older fuel injection system like that to work with this cam without a different ECU being used.

Is any machining required when installing this kit in a 1995 dodge 1500 with a 360? Considering a rebuild and want to know what I'm getting into before I dive in.

This cam is not compatible with the '95 model or its fuel injection.
