Spark plug wires carry high voltage from the coils to each plug, and the boots and terminals are what keep that voltage from arcing to ground before it reaches the electrode. Once the solid boots harden with heat exposure, they stop sealing against moisture and the wires begin misfiring intermittently, especially in wet weather.
