On an EFI system the idle air control valve is what holds a steady idle as the load changes, bleeding metered air around the closed throttle plate. When one sticks or fails you get hunting idle, stalls on decel, or an idle that will not come down after a cold start. This is the Hitachi type unit used on Pro-Flo 3 and Pro-Flo 4 systems, supplied with its gasket.
