The purge valve is what lets the engine draw stored fuel vapor out of the charcoal canister and burn it. It has to seal completely when closed, and a valve that weeps or sticks open is one of the most common causes of EVAP system codes, a rough idle right after a fill up, and a check engine light that will not clear.
