A steering damper is a shock absorber for the steering linkage, soaking up the feedback that a solid front axle sends back through the wheel. On a heavy truck it also keeps a bump strike from turning into a shimmy. A dead damper will not cause wander on its own, but it stops masking every other worn part in the front end.
