This seal closes the joint between the vapor canister and the leak detection pump. The EVAP system has to hold a measured vacuum to pass its own self test, so a hardened or nicked seal here produces a small leak code even when every hose and valve in the system is sound. It is worth replacing any time the canister comes apart.
