The adjusting sleeve is the threaded collar between tie rod ends that sets overall rod length, which is how toe gets dialed in during an alignment. On a heavy truck these seize with rust until the threads will not turn, and forcing a frozen sleeve is how you end up replacing tie rod ends too. Replacing the sleeve restores clean adjustment.
