The column lock actuator physically locks the steering when the key comes out and releases it when the vehicle is authorised to start. A failed actuator leaves the column locked with the key turned, which reads as a no-start even though the engine and ignition are fine. This is supplied as a kit rather than a bare actuator, so the springs, plungers and hardware that wear alongside it are included.
