The rain sensor reads moisture on the outside of the windshield with an optical element and tells the wiper module how fast to sweep. It bonds to the inside of the glass, so it is routinely disturbed during a windshield replacement, and wipers that either run dry or ignore heavy rain usually trace back to the sensor or its coupling to the glass.
