The EGR system needs a pressure reading to know how much exhaust it is actually flowing, and this small tube is what carries that pressure from the exhaust side to the sensor. Soot and carbon slowly pack the passage until the sensor reads low, which throws EGR flow codes even though the valve itself is fine.
