The short running valve changes the effective length of the intake runners, giving low speed torque at one setting and better breathing up high at the other. When the actuator fails, the runners stick in one position and you get a flat spot plus a check engine light, since the module watches the commanded position against the actual. This is the genuine Mopar actuator for the 3.5L V6.
