The backing plate is the foundation the whole drum brake assembly hangs on: shoes, springs, adjuster and parking brake hardware all mount to it. Plates get replaced when corrosion has eaten the shoe contact pads or the anchor area, because a pitted plate will chatter and wear shoes unevenly no matter what else is new.
