This is the small retaining clip that locks the push rod pin into the brake pedal linkage, and the same clip is used on clutch master cylinder push rods. They are single-use in practice, since prying one off distorts it, and a clip that does not fully seat is how a pedal comes disconnected. Buying a pack of twelve means never reusing a tired one.
