    I'm installing this on a 1969 428 cj how do I go about balancing it I'm told it is what balances the crankshaft

    That flywheel comes with a 28 in-oz weight installed already. If you want to balance it beyond the factory imbalance you would need to send the whole rotating assembly, damper and flywheel to a shop with the proper equipment for them to balance it.
