Will a bigger cam add power without changing the stock heads?

It can, depending on the heads. If the heads are L98 heads, Vortecs, etc they can accommodate more camshaft and performance will improve. If the heads are off a TBI engine gains will be small as those heads seem to hit a wall around 4500rpm so any gains at or above that mark get squashed by the lack of flow through the head.
